Internet Slow on Windows Vista

Other day my Internet was slow on Vista Machine. No matter what I use (Outlook 2007, Browsing website etc). After a bit of tuning in Vista I could find this setting and made a huge differernce in the performance:
Click Start and type CMD.
Press CTRL+SHIFT+ENTER to open the command Prompt with Administrative rights.
